You'll know that it's activated when you see a little checkmark beside it. It can't just be in your load order either, it has to be activated either through the Skyrim Launcher (look under "Data Files") or your mod manager. This esp is required for the patcher to run. However, according to your patcher saying that "the esp is not in the load order", the patcher believes that the "Dual Sheath Redux.esp" file is not turned on in your mod list. Normally, the patcher would go about its business, scanning your mods and creating the "Dual Sheath Redux Patch.esp" file. Inside that folder will be another folder and in this second folder there is a program called "Dual Sheath Redux Patch.jar" If you have java installed on your computer, you can double click this file and a window will pop up where you can begin the patching process. HOWEVER, Dual Sheath Redux also comes with a folder called "Skyproc Patchers". When you install Dual Sheath Redux, the mod comes with the typical meshes, scripts, and interface folders that other mods can come with as well as the "Dual Sheath Redux.esp" file. Firstly, you must install Dual Sheath Redux either manually (personally do NOT recommend this) or with a mod manager (I'd normally recommend Mod Organizer but seeing as you're having trouble I would stick with Nexus Mod Manager for now).
